Ethical violations create business problems. At the
very least the customer will be angry.

Civil liability is a legal issue. Customers can sue to
recover damages. The Accountant was guilty of
"omission" when he did not call a stop to the unethical
practice. He should have immediately contacted his
superior verbally and in writing.

Criminality Fraud is a criminal issue. The Plant
Foreman committed fraud for financial gain which
is a felony, and the Accountant is an accessory because
he did not report the crime.
