without asking permission. To be empowered

an employee must be...

  1. Legally qualified to do the task.
  2. Trained to do the task.
  3. Supported.

Since the manager is
responsible for everything done
it is their responsibility to insure
that persons to whom they
delegate all able to do
the assigned job.
